Budget (including currency): 1500

Country: USA

Games, programs or workloads that it will be used for: League of Legends, GTA 5, Rocket League, Warzone, FL Studio, Programming, and college stuff.

Other details:The only peripheral I need is the monitor (included in build). I am replacing the stock case coolers with the Noctua fans because I heard they are way quieter. I am going for an minimalist/arctic type build; white and black with blue for the ice.

Memory: You don't need 3600Mhz RAM as Ryzen only supports Ram overclock to 3200Mhz so there's no reason for spending so much unless you really need it. Besides, CAS Latency increases when you have higher RAM speeds and 3200Mhz and 3600Mhz don't really differ much.

Ryzen 3000 series supports more than 3600. The sweet spot however is 3600. Please don't spread false information.

OP, your build looks good. I wouldn't spend so much on replacing the case fans. It wonçt be noticeable. Get a better psu like the corsair txm or rm or rmx instead. 550W are enough for this build.
