Need Help with AMD Ryzen 7 2700

I feel so dumb right now for bothering you guys, upon further inspection the 7 2700 does have a 4.1 turbo clock on a single fastest core. With all cores being maxed out at 3.4 without further oc by the user. Its a single core boost clock and core number 3 does get that. Thank you for helping me

I already did a bunch of times. I idle around 33-35 c and after stressing at 100 precent dont go over 60

Thing is even if the temps were the problem it would at least boost for 3/4 seconds but it just refuses to leave 3.4

No if the temps are at a constant 90 c for e.g it won't boost at all

Why do you have your frequencies set to 32 and not the advertised 

Can you see if you can set it higher ?

Clear the cmos 

The mobo could have a button on the back but if it doesnt 

Unplug everything and then remove the cmos battery for a minute to 5 minutes  or so and put it back in

I have two pins on my mobo labeled clear cmos and when I short them it clears it
