monitors Refresh rate issue dual monitor setup

For the past two weeks I've been having an issue with a new 32in 1440p monitor I purchased. The monitor refresh rate is 144hz however, at 144hz I experience a lot of micro stutter I guess. It doesn't feel smooth, all the windows animations feel like there lagging a bit. It's kind of hard to explain, almost feels like my monitor is running at 60hz. I have a dual monitor setup, second monitor is a 120hz 1080p, 27 inch display. Both monitors are being displayed by my 2070 super, no integrated display adapter on my motherboard. Windows, and NVidia control panel list my monitors at the correct refresh rate. The issue is more prevalent when gaming. The only way I've been able to fix this is by having my 144hz monitor running at 120hz, matching my second monitor.  This wasn't a issue until two weeks ago. Not sure what happened. I've reset my pc three times now hoping that would fix it but no luck.  Any help would be greatly appreciated.
