My friend wants to build a desktop computer with a 500-600 USD budget. What specs should he use?

I would wait until the AMD Ryzen 5 3100X and B550 motherboards are available to purchase, and then add them to this build. 

 

The Ryzen 3 3100X is going to retail for $100, and then you can try to find a good $70 motherboard for it.
