Pulling my hair out - why am I getting such low FPS

so I’ve recently put together a fairly old specc’d rig that I believe should be mostly adequate to still game on. 
The main specs are

MB - GB

CPU - AMD X4 860k

GPU - RX 560 4GB 

2 x 8GB DDR3 1600mhz 
1 x 128gb SSD

1x 500gb hardrive 

benchmarks seem to work ok (Heaven + Cinebench) 

but playing games I can barely reach 30fps regardless of settings on say fortnite or Overwatch 

(Whereas I’m expecting at least double this on medium settings) 

I don’t think it’s a temp issue my thermal margins don’t ever go below 10 degrees  

And the GPU max temp is 70 


I’ve disabled windows game bar, mode and dvr.

set to high performance 

updates all drivers 

and have tested with no overclocks with not much avail 

done sfc/checknow 

checked windows memory diagnostic 

and check health of hard drives via crystal disc which says both discs are good 

 

 

I’ve pretty much exhausted all of my ideas - 

any help :(? 

maybe the power or the hard drive or speed ?

well, can you check if its using the integrated graphics, also the ram usage? maybe its too small an ammount.

main rig:

CPU: 8086k @ 4.00ghz-4.3 boost

PSU: 750 watt psu gold (Corsair rm750)

gpu:axle p106-100 6gbz msi p104-100 @ 1887+150mhz oc gpu clock, 10,012 memory clock*2(sli?) on prime w coffee lake igpu

Mobo: Z390 taichi ultimate

Ram: 2x8gb corsair vengence lpx @3000mhz speed

case: focus G black

OS: ubuntu 16.04.6, and umix 20.04

Cooler: mugen 5 rev b,

Storage: 860 evo 1tb/ 120 gb corsair force nvme 500

8gb ram celeron laptop/860 evo 500gb

Ram usage doesn’t go above 50%

I have disabled integrated graphics via the bios to make sure it’s only using the GPU

Make sure you have a good cooler (tower air cooler is more than enough) and overclock. Should net you a few more frames.

The SSD is not new neither is the hard drive 

the SSD is only holding the OS
