Just use an adapter from your 1650 to VGA.

I want to use a gtx 1650 as my main graphics card and a gt 710 just to be able to use an old VGA monitor as a secondary display can I do that

i second that adapter idea, you can but its pretty useless like that and 1650 should easily be able to handle 2 displays without and hiccups

Some EU input to Canadian IT :D

Won't the gaming performance be worse by 10%  if I do that

Adding additional monitors to your PC does not decrease gaming performance.
