Can I upgrade a Dell Optiplex 745 for less than 50$?

I havnt opened up my Windows 98 but I checked my Windows XP and it has 2 512mb ram cards

The 98 doesn’t matter. 
you are going to want 2 2gb sticks.

If a gt1030 is then sure but make sure you get the GDDR5 version not the DDR4 variant

Of anyone can help me find a 750ti or GT1030 GDDR5, and 2 sticks of 2gb ram for less than 30$

A 750 ti is more powerful than a 1030. It's almost always cheaper, except for the very best deals on the 1030 which are rare.

 

Use eBay, we can't help you pick out parts very easily on the used market.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad
