Are HHD's just loud?

Depends, some HDDs are noisy, some aren't. 

 

Miss the loud seeking of my previous WD blacks...

My Dell OptiPlex 990 mt makes almost a crunching noise, all the time (or at least when its loading). Is this really just because it has a hhd and not a ssd in it?

What's an HHD?
If you mean HDD, and it's making noises like that, it needs to be replaced.

Depends ...

You could remove the hdd from the chassis and put it somewhere outside for testing purposes (connect again after removing from the case)
