I need help setting up a dual pc stream.

Gaming pc specs:

Ryzen 7

rtx 2060

16gb ram

 

streaming pc: 

Ryzen 7 3800x

8gb ram

Visiontek Radeon HD 5450 Low-Profile Passive cooled 1GB DDR3 PCIe 2.1 Video Card

Mobo: TUF B450M-PLUS GAMING

 
im not getting signal from the streaming pc.

You need to be bit more specific. Are you trying to use Steam in-home streaming or similar game streaming thing? Or video streaming to Twitch/YT/Mixer? If its latter, are you using NDI or capture card?

I have a streaming pc with a elgato 4k60 pro. I've read some guides that say I should duplicate the display and some that say I shouldn't. What am I actually supposed to do? Do I need SLOBS on the streaming and gaming pc?

still need OBS for streaming PC, but not gaming PC. Capture cards are essentially "video cards in reverse", they give you video input and rarely, video encoder (hardware)

Yes, or else you cant see what you are recording or the opposite.

How do I do the wiring ? Do I plug the gaming pc hdmi into the input of the streaming pc capture card? Do I need the output of the capture card? Do I plug my webcam into the streaming pc or gaming pc ?

Gaming PC output into capture card input, dont need capture card output unless you run out of display outs on the gaming PC or want to see what the capture card is receiving (not what you're streaming). Webcam goes to streaming PC.

For streaming? Probably not. If the capture card supports passthrough you could also just have it like gaming PC -> capture card -> monitor. Ofc this would mean that you are limited using the input/output of what capture card has vs using Display Port to your main gaming monitor and HDMI to capture card (for example).

I have a dedicated streaming pc with a Elgato 4k60 pro. What software is needed on my streaming pc? Is there any software at all required on the gaming pc? If I use voicemeter banana do I download it to the gaming pc or streaming pc?

If you are using capture card, all streaming related software are on streaming PC. Only things you need to do on gaming PC is set monitor mirroring and audio devices so that HDMI listens primary audio device.
