My new cpu came in today, open the package to this what should i do?

Are you going to use it? You could always apply new paste and just clean that off :P

Also, did it come out like that? It is as if someone poked the middle , checking if it was dry or wet then proceeds to smudge the paste all over the heatsink lol

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

Somebodies fingerprint is clearly imprinted in the TIM

 

Its fine, use a putty knife or similar thin edge and spread out the rest - they come caked on.

It almost looks like the it was previously used and the person forgot to remove the film before applying. I dunno, its probably fine like others suggested clean and apply your own.  If at that point it doesn't work you could rma

Return that CPU to wherever you got it and demand a replacement. 

 

That looks like someone definitely had the package open and used your CPU before. If you bought a "new" CPU don't bother chancing it. 

 

Might be fine, but if you paid for a new CPU might as well make sure you get one. Or demand a partial refund and just apply thermal paste yourself.

What film. There's no film on the paste on the cooler.

Sorry I believe amd ships there coolers in packaging that protects the thermal compound and doesn't need a film.
