How well does Windows 10 handle wallpaper downsampling?

Say I downloaded a 4k image that I wanted to set as my wallpaper for my 1080p screen. For the essence of quality, should I let Windows handle the downscaling by itself or would I be better off resizing it in say, Photoshop, for example?

You can also use bmp if you really want. I'm not sure if Windows convert it to jpg (I really don't care so much about wallpapers, I'm using one for many years), but you can try. BMP is looseless.
