Depends on what games you're talking about

If you mean emulation, then there is only so much they can do to optimize it.

Also as a side note PS3 and PS4 Games usually run very well optimitzed for the specific hardware on pc your hardware has to balance out its own imbalances. Also the games on PC usually have better/higher graphics settings.

Are you Emulating or getting PC specific Games?

Also you said you cant run it on a i7 7th gen, are you using a Graphics Card or just the integrated GPU?

Emulation requires everything to usually either be recompiled or translated at runtime.

Emulation is never guaranteed to work for a specific game.

When Emulation does work, there is no Guarantee that any specific title will run at its full frame rate( which is believe is usually around 30 on console ) or run without Graphical glitches or game breaking bugs.

A lot of Emulators usually come with various settings allowing you to adjust how the Emulator works. Some have plugin systems as well. You may have to play around with the various settings and search for plugins to help aid the game.

If you can't figure out a solution, your best bet is to report the issues to the Development Team for that specific emulator.

Consoles, and in turn their games, are coded specifically to run with that hardware.  No trying to configure a game code to run anything from the last 2 decades worth of PC hardware (PC games) so it runs very well (console) for the hardware actually inside a console.  In turn emulated to run...on anything.  Doesn't mean it will run well on a PC

 

Then you have to factor in that a PC is running an Operating System, etc

PS3 hardware is a lot different from PC, just buy a PS3 if you want to play PS3 games.

You can't just run a Playstation game on your computer. Instead, you run a program that pretends to be a Playstation on your computer, and run your Playstation game on that program.

That means that to run any given Playstation game, you have to run a program that converts the instructions for the game into instructions for your computer, while the game is running. This occurs non-negligible amounts of performance overhead, and is fraught with difficulty (such as efficiently using graphics cards, for example).
