A question like this pops up every now and then here on the forums, use the search function and you'll find out why it's not a good idea. The TLDR is the isopropyl will literally dissolve PCB's and the like, thus exposing traces and everything goes to shit from there. Your parts will literally be eaten alive. So no, it will not work - period.

when Linus made a mineral oil cooled PC and it worked, could that mean you can use isphrophyl alcohol to cool your computer because alcohol doesn’t conduct electricity.

There are probably a few disadvantages to alcohol.  The ones that come to mind are:  One its low boiling point.  The other is I'm not sure you could find 100% pure alcohol.

theres still water being mixed in that will kill of parts, and I don’t really see an advantage.

 

theres de-ionized water, that is non conductive, don’t know about the corrosion side tho

there are special fluids other than mineral oil that can be used. 3M made some for older cray supercomputers.
