Well it's definitely not a fault of your monitor since this is a screenshot, I'd say it's a prank or a virus since it's made to look like a dead pixel.

I have never seen such a fancy and tame artifact from a GPU, it is very unlikely

<pic removed>

If the dots move when you move the image, then it is nothing. But if it still there at the same location no matter what the screen is displaying, then they are a bunch of dead pixels. Check your monitor's warranty.

I have been having the same issue on my system. With Asus RTX 2080 Super. I am not sure what it is or how to solve it. I am confident that it's not a dead Pixel. I shut down and then I switched HDMI ports on my monitor and then rebooted back into windows and it went away. Sometimes it will come back. I too use steam often... HELP

     As RobyTheHardGamer (thanks a lot for your help) said earlier this is actually caused by Steam, not sure why it's doing that but it showed up on my screen after i tried to right-click on one of my friend's profile picture from the library, right-click didn't worked but it also froze all my library interface. After several tries i can consistently get this bug to show up the same way i explained earlier, So don't right-click on your friend's profile picture in the section "friend's playing this game" on the right side of Steam when you're on any game page of your library !

You can close Steam from the task manager and reopen it to solve the issue, the dot should disappear once you'll restart the app, got scared for my monitor tho...
