ASUS TUF GAMING X570 wierd issue

Hello everyone who reading this subject. I looking for help with wierd problem. Explanation of problem will take a few minutes becouse its very wierd in my opinion and i already build up few systems  in my life on asus motherboards and something like this issue i have first time  ,but im thankfull for everyone who will take a minute to consider problem and give me any idea how to fix my problem, i fighting with this already second week, in manufacturer manual i cant find any solutions. Im big fan of LTT watching channel from few years so i hoping maybe some of your specialist will give me some clue or anyone else who reading this story. Sorry for any gramatical mistakes.

Two weeks ago i ordered parts from Amzon for my new PC build. My components are:

Ryzen 5 3600X, Asus TUF GAMING X570-PLUS (wi-fi), Corsair Vengance RGB PRO kit 2x8GB 3600mhz cl18, M.2 ADATA SX8200pro 512GB, XFX RX 5700 DD Ultra 8G, PSU Corsair HX 750 80+ Platinum.

So when i build up everything i install win10 from fresh updated copy november 2019 from microsoft website, everything goes well, when windows boot up i realized all system is bit laggy and chopping animation and system sounds, you can even see this at the movement of cursor  it was jumping around like missing some frames, but i was thinking at his point is just a matter of lack od motherboard drivers, so when i started install drivers for motherboard i saw there is some dificulties with instalation kinda very long freezing during process and not sucsessful instalation of some drivers like chipset and audio, i was able to install wi fi driver and update windows system in hope it will help, system updates go without problem but all system basicly was lagging still at this point, i update as well Motherboard BIOS to latest version. So i go back to driver instalation, after few rounds of trying it was like drivers are installed with some freezes but they finally all install. Problem was still there so i updated all possible software, it didnt help, i tried different bios settings, including different ready optimized motherboard setting with d.o.c.p and without, i tried multiple manual settings as well but result always was the same. I tried as well different hardware configuration, swaping RAM fot different slots becouse i heard at some review some of this mobo have problem with docp on different slots, graphics card was already tested at this point at my old computer, running smooth like butter, tested also drive for proper operations.

So going now to more interesting point, when everything possible was install and updated i started to checking hardware for proper operation, i set up everything properly in bios and system using clues from reviews from LTT channel and few other guys, win power modes for high performance, bios settings, etcetera etcetera, i started checking all possible components in system with aida64 and few other programs for proper recognition and operating,  So all Windows tools and aida reported everything ok, all cpu clocks boosting properly, all devices installed without issue and conflicts, drive, ram, gpu all drivers in right order, voltages stable under load and idle, all properieties correct  etcetera, etcetera, etcetera but still system performance was broken, what is interesting when pc was lagged has problem with correct restart and closing system and proper reading S.M.A.R.T data opening some apps ,  system and some apps was crashing when tried to open, and sometimes i got blue screens. i check bios settings as well, fclk ratio and infinte fabric synchronized. On bios at this stage i stayed with pre load settings becouse not exactly every single one settings in this bios are clear for me, this is my first ryzen system, later i can set up some stuff in Ai suite. Pre load settings seems to works fine. I made some test with cinebench, 3d mark, passmark and few other apps, always results was not satysfying but during tests everythin was looking fine cpu clocks, temps etc. etc. but i still could see like performance is chopped in half every second 50%-100%-50%-100% especcialy i can saw this on fps count on firestrike test.

I tried even reinstall all drivers, and even reinstall system again but always problem coming back.

Another interesting point.

I tried more hardware investigation but i couldnt find any issue. SO I GIVE UP up and left pc for a while, when i come back after around 15 minutes i realized  all system working fine , NO chopping, apps opening correctly, all benchmarks are having satysfying results, that was even more confusing for me, i restarted system this time without problem, and after restart again!!! same problem... I was even more confused... So i left computer again for around 10 minutes, when i come back problem disapear itself, again i tried few benchmarks and monitoring all system and hardware-all was fine and run like racing horse. i tried this many times and every time when i restart pc problem coming back and disapear itself after around 10 minutes.

Thank you all who are still with me at this point of my essay.

Now even more interesting part, i monitored hardware with few different programs , yesterday looking for some other hardvare info accidentaly downloaded HWinfo which i didnt use previously during all tests.

What was suprising for me when i start up HWinfo all system started works correctly straight away, i tried this many times restart system and works every time, when boot up system and start HWinfo all performance coming back to normal, everything works perfectly... Some F...N magic ? , any other monitoring program not helping like that.

So please help me , is anyone have clue what is going on, i think it might be some motherboard chipset issue and how to get rid of it, i assume is not cpu or drive problem, gpu is tested as well, the trick with HWinfo works fine everytime but its not a permanent solution, so i considering is maybe return motherboard for replacement or wait for another bios update, but im not sure will another bios update will solve problem and in future this motherboard wont be more problematic.

So please if anyone endure journey of this essey and have some ideas i will be thankfull, waiting ror your comments and opinions

When you first install windows CPU and disk usage is very high because it's still doing stuff in the background.

It's normal that it might stutter and do weird stuff, you're supposed to just leave it alone for a few hours and then restart it, let it install windows updates, wait another while, and restart again.

Eventually it will be done and CPU and disk usage will go to 0, and no more updates will show up in the settings.

You probably caused all your issues when you manually installed motherboard drivers and other stuff.

When you clean install windows let windows update handle all that stuff by itself, don't force install anything manually unless something is specifically not working like LAN or audio.

When you try installing things yourself it will overwrite the stock drivers or ones that windows update installs and that often causes problems.

Thanks for response Enderman, i didnt describe every single step becouse it will takes ages, its not my first build up system and not first win10 instalation either, i did check on beginning usage of cpu and drive and was literally close to zero, maybe 5-7%, i check tasks in background as well for use which could make all system chunky and laggy, with this horsepower any updates in background shoud not cause that kind of problem and system didnt looks like is doing any stuff in background, and didnt looks like no updates or drivers instalation was provided at the beginning. i didnt really force drivers instalation, always on new system you installing drivers which are provided on CD with mobo. and another thing, why HWinfo stopping problem, and only this program stopping system from bad performance issue?? So whats your advice? Reinstall system one more time and let him work for a while and update everything itself??

Yeah no, do not do this.

This is what usually causes problems on new installs.

Just let the PC sit for a few hours when you firs tinstall windows, then check for windows updates and restart, then let it sit again, and repeat until no more windows updates show up.

Do not isntall anything manually.
