Download speed goes in and out.

So i just built a new pc and all was well and then maybe a week and a half after it was built i was downloading a game on steam and i kept getting spikes of no download speed and its constant throughout the whole download. All my drivers are up to date. Then i went to download a file off of google and my download speed was running around 600 kbps but i know i can reach 10 mbps. I have done multiple things hoping they would be solutions like change my download region on steam but that didn't work. Is this a problem with my network or my computer. I left my steam download graph below.

i have had these problems before, seem to be a recurring theme in both chrome and steam downloads.

 

in other words, they are kind off unstable

So basically there is no solution?

i have no definite solution, all i do sometimes is just pausing and resuming the download

Reset your router, maybe get an external antenna, it is 4 sure problem with your network.
