Are Blower style coolers bottlenecked by thermal paste or heatsink capability

Better paste means lower heat. You can try it out and see how much you can gain. If you want more cooling, change the cooler for a third party one.

Blower style coolers are mostly "bottlenecked" by their 65mm small fan. That fan will always have to spin faster and create more noise than lets say a 2x 100mm cooler fan design.

In my experience repasting any GPU with a similar type of paste has made little to no difference in operating temperatures. I don't think it is the fan but more the metal surface area from which heat can be transferred.

 

I don't know if a more radical change like liquid metal might make more of a difference as I haven't tried it. The risks are higher.

so it will if you had your gpu for a long time it will lower your temperatures even if blower coolers arnt known for good heat desepation

Generally speaking blower style coolers just don't cool that well.  In some cases you can get the cooling under control If you are willing to have a jet engine running in your PC but loud and annoying is an understatement.  I mean I am a person that can't sit in a room without a fan running and generating at least some white noise in the background yet I still can't tolerate a blower cooler with its fan running above 60%.
