Help figuring out this weird lag/stutter

I keep getting this type of weird lag both while streaming and not streaming. before this everything was running fine and im not sure where to start searching

just thought of that. any recommended programs to get that during a lag out like that?

cupid HW monitor, who would have know- Task manager,

hwmonitor_1.41.exe 1.2mb file(i know people will think its a virus cuz i uploaded the exe but its not )

Never download from stuff like this even if you do first scan it before running

But hwmonitor has no overlay? 

 

I mean maybe this will work,  but I recommend MSI afterburner otherwise - I use both to "fact check" lol...

 

People say it doesn't work,  it does though,  only CPU readings may be a bit dodgy (because RYZEN)
