GTX 970 not detected but fans spinning

So I've just build a new PC for my friend and until he get's a new GPU, he want's to use his old EVGA gtx 970 that has 2 6pin connectors. I've plugged everything and neither BIOS or Windows are detecting it, but the fans are spinning at max speed. He got a  ASUS ROG Strix Z390-F motherboard. Everything else works, any ideas?

it does sound as thought the 970 is cactus; all you could do is try it in a different PC and if it works there...then some serious troubleshooting is required...but I fear it won't work as it is dead...
