HELP! Can't stop the pc from stuttering

First of all, i'm from Brazil and my english is not quite good but I will try because i can't find the solution for this anywhere else hahaha

 

I just build a pc and for no reason apparently just don't stop stuttering all the time. I already tried to restore the Windows for at least 4 times (normal way and the usb way), use my old GPU, test the memory in other slots, test with just 1 memory, update the BIOS, used an older BIOS, run dxdiag...and nothing happened...

 

In a brazilian forum they told me to run a bunch of test programs that I will upload the prints here

 

The memtest and aida doesn't show any error apparently, but using LatencyMon show a problem that I can't find a solution

Ryzen 3700x
Biostar x470GT8
Memory GEIL 16gb(2x8) 3000mhz
RTX 2070 Super
Hikvision SSD m2 - 1tb
SSD Kingston 240gb
HD 1tb Seagate
Corsair GS800

yes, all drivers and chipset drivers are up to date

The "useplatformclock" it doesn't appear, and even if i try to use the command to enable or disable doesn't work, appears "Error trying to delete specified data element.
Element not found."
