PC output to 4K TV

The problem is on your TV's end, not your PC. Set the TV not to do any overscan.

So, I recently bought a 4K SMART TV ( 16:9   3840 x 2160) and connected it to my pc via HDMI 2.0 (the TV supoorts HDMI 2.0 and the cable too..of course, my kfa2 gtx 1070 supports HDMI 2.0b too)

My PC monitor is a 21:9 LG  2560x 1080@75hz connected via displayport and I haven't ever had any scaling or otherwise problems on this monitor.

Now, when connecting the TV, if I choose the tv as the only output display in Windows settings  1-2 cm of the tv display on the left and right side dont get used and the image gets clipped in the bottom and upper sides. If set the tv as an extension of the pc monitor, the image output on the 4k display gets clipped in all 4 directions ,as though the image were zoomed in 10-15%. As you can see in the photos, I can hardly see the windows start button, the clock, or the minimize\maximize\close buttons. I tried every scaling setting (the recommended one is 300%) ..at 350% the same problems persist, only difference is that everything I CAN see gets bigger.  At lower settings, e.g 100% everything becomes a lot smaller and the problem gets worse..(I cant even see the minimize\maximize\close buttons AT ALL anymore..)

What could be causing this?   Is it because of my 21:9 monitor?  or is the tv\hdmi broken? (the tv doesnt have this problem when using anything else ..e.g NETFLIX app, integrated browser etc. Its only with the PC output that I have this problem).
