i am looking for an android app that will turn the volume on and turn the volume to a predetermined level and turn on vibrate for

OS	Android 7.1.2 (Nougat)

 

i normally just put the volume on the phone to mute, but want it to turn on automatically with an app at 9am

It can do what you want and also supports geofenced events, such as when you enter or exit an area. Alternatively, there's also Tasker by https://joaoapps.com/ that offers FAR more extensive options, if you need them.
