Download and run DDU (it uninstalls all parts of the display driver, IIRC even the registry bits) in safe mode, then reboot and try installing 2020 Edition. If that doesn't work, then DDU again and go back to 2019 Edition drivers. 2020 Drivers are just hella buggy for some people, it was the same when the 2019 Edition drivers launched last year. You'll wanna wait for a few updates (usually they're to fix bugs like this), then try updating to 2020 Edition again.

Run DDU as suggested, and while installing the new drivers make sure that the factory defaults checkbox is checked as that seems to resolve a lot of people's issues.

Unless you have something else wrong with the PC, it should be. Borked drivers could keep it from outputting video, that's why you DDU to make sure there isn't a scrap of the messed up drivers on your PC, then you download a fresh copy and give it another try.

Same with any other device, if the drivers get borked it shows up as generic (whatever it is) device in Device Manager and doesn't work properly.
