Yes there is a fan on the motherboard, it is very clearly visible. 

 

As far as I know the fan is now added to X570 motherboards as PCIe 4.0 lanes run hot due to higher bandwidth, that being said there are no PCIe 4.0 GPU's yet so I'm not sure if this is yet applicable. Fan would likely be controllable anyways.

To my memory there is only one x570 that does not have a fan.  This is not it.  This one has a proprietary paddle fan.  I don’t know the temp, I’m sorry.  I’ve been told that as a rule x570 fans don’t run very often.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

There is one theoretically: the 5700. It can’t saturate Pcie 3.0 though so all it is good for is not turning pcie4.0 into pcie 3.0.  It’s kind of a narrow point.

the fan really only turns on if you have PCI-E gen 4 SSD's installed and run benchmarks or stress test in my experience. Like Crystal disk mark with 2 gen 4 ssd's it turns on or running an aida 64 stress test but outside of that its just passive 99% of the time.
