I use a 212 EVO,it's a nice budget cooler.

i have this for my 2700x and i rarely see it over 65 and only VERY rarely over 70.

it can be heard but not with a headset on and it's not annoying/loud in any way

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

The Gammaxx Gt is pretty great. Especially if you want some rgb

Lowering temps to 60c may increase performance a bit but it's probably not much. 

Why 60c in particular? In regards to cpu longevity, that's just needlessly low.
