I have recently decided to overclock my Ryzen 3 1200 on my Gigabyte A320M-H mobo, tried a risky 4ghz off the top. But it seems that it doesn't run at that speed. At desktop it runs at base speed (3.10ghz, taken from task manager) and when under load task manager tells me that the cpu is at 75% usage (Load = Cinebench). I am open to any suggestions as to what might be the problem.

Have you looked at usage of individual cores in task manager? You may want to use something like HwINFO to see clocks.

I have looked at the "Logical Processors" graph in task manager. They all are capped at 75%.

Seems odd, I would expect the max. boost clock to be limited (e.g. due to thermals) but not the usage of the CPU. Can you try with HWMonitor and post a screenshot that shows CPU load and thermals?

The temps seemed to hover around 40 degrees, and usage in HWMonitor seemed to say 100%.

EDIT: Forgot to mention that I changed the clock to 3,4 ghz and task manager percent changed to 85%
