New Build Will Not Turn On. Board Has Power

So I’ve been fighting with this pc for what feels like forever with no luck. I have an ASRock X570 Extreme4 Motherboard, Ryzen 9 3900x CPU, 32GB of DDR4 RAM @ 3200mhz, RTX 2080ti, Corsair RM850X power supply and a thermaltake view71 case. First Motherboard quit a few weeks after I bought it so I sent it in for repair. I received a new one yesterday and I can not get it to turn on for anything. It was working with the old board before it quit. I’ve tried reseating the processor, changing power supply, reinserting cables, reseating and cleaning RAM, reseating motherboard, taking board out of case, touching pins to manually start board, reseating GPU, Starting without GPU and about everything else possible. It just won’t fire up. Any ideas to why? I give up. RGB lights on board indicate it’s working properly and receiving power.
