Hello so I just upgraded my PC from 

EVGA GeForce GTX 1060 3GB and ntel Core i5-7500 Kaby Lake

to ASUS GeForce RTX 2070 and Intel Core i5-9600KF

 

And I just tried Battlefield 5 but im getting 60-70 fps on low, same as I did with my 1060

What is going on?

Are you using the same Windows installation from before? You could have issues with drivers and registry entries if the system didn't adapt itself properly to the new hardware.

Run DDU in safe mode (program will prompt on launch): https://www.wagnardsoft.com/forums/viewtopic.php?f=5&t=2553

Delete drivers and restart.

Disable windows automatic driver install: https://www.laptopmag.com/articles/disable-automatic-driver-downloads-on-windows-10

Download newest drivers and install: https://www.nvidia.com/Download/driverResults.aspx/154342/en-us

Would make sure windows is updated and check GPU drivers.  

 

You should be getting framerates like that on high with RTX on, not low.  Something is not quite right.  Usually just running GF experience will autodetect the correct driver and update it with a click.  Then just update windows.  I would put money on it needing a driver update.
