How do I get Windows explorer vector thumbnails/How to stop 'an administrator has blocked you from running this app'

Hey everyone, I'm currently doing some data management on my main PC but I've hit a dead end.
I'm filtering out my svg, ai and other vector files but the thumbnails are all Adobe Illustrator Icons.
I looked it up and svg shell extension seems to be what I need for svg, but I get 'an administrator has blocked you from running this app' when trying to run the x64 installer.
I've disabled UAC in Windows 10 settings menus and the registry but windows completely refuses to run it.
How do I fix this? Or are there any alternatives I could use for all vector files?
For info, I am the only user on this install of Windows.
