My cousin asked for help building a PC for editing, he is a photographer. While I have built my computer and helped my brother build his, ours are mainly for gaming and I am unsure of what to prioritize  or if it even needs a GPU. So i would greatly appreciate any help.

1.Budget & Location

His budget is $600  he lives in the USA.

2. Aim

He uses programs such as Photoshop, Lightroom, Illustrator, and he would also do some occasional video editing.  He would not mind if it can be used for gaming but its not the priority.

3. Monitors & Peripherals

He already has a monitor, mouse and keyboard. He would need to buy OS.

5. Why are you upgrading?

He mainly uses a Macbook Pro but has been having some trouble with it lately. He knows $600 is not much but he wants a good foundation to upgrade the PC later on.

Wow that looks good but with the OS(WIN 10) it would bump up the price too 700

you can just get the OS key from ebay, they only cost a few dollars there.
