HELP! Applications on windows 10 are losing icons!

So I have noticed that first, some shortcuts on desktop lose their default icon, When I open it's properties I find that the application has it's Icon in the properties list, When I change it's icon to any icon else it works fine, when I set it on default it loses Icon again, Also I have found that the original applications exe loses Icons too, Why is this happening? Help.

possibly could be due to a virus (although somewhat unlikely) - do you have an anti-virus?

I tried turning off all anti-viruses and restarted my PC and still the icon issue is there, I will just try to follow @Arika S's broken cache fix

That's way too much, you only need one AV program. Running all three of those is probably crippling your PC's performance.
