I am basically writing this post because I have exhausted all avenues in trying to fix my problem.

First, here is my rig:

 

GTX1070

I7-7700k @ 4.2

16gb ram

750w EVGA psu

1080p 144hz ASUS VG24 Monitor

 

The problem I am having is that my gpu usage will randomly just drop to 1%, which in turn lowers my cpu usage and power usage. I am seeing this through MSI Afterburner. My temps are fine. GPU is running at 65c as well as CPU. This happens in every game I am playing (Modern Warfare, Doom, RD2).  Sometimes it goes back to back and can last up to 5 seconds. The only thing I have not done is rollback my drivers. I play with my brother online and he does not have this issue whatsoever. He is just as perplexed as I am. Below is everything I have done to try and eliminate what is going on, with no luck so far.

 

-Reinstalled Windows and reformatted my drives (needed to do anyway tbh)

-Updated Windows to 1909

- Did fresh install of drivers up to latest hotfix for R* through Nvidia

- Updated BIOS to current

-Updated Realtek drivers

-Updated Chipset drivers

- Ran Malware Bytes

- Ran Malware Bytes Rootkit

- Ran Rogue Killer

-Capped fps to 60 and turned refresh rate to 60hz

- Set RDR2. Exe to high through Process Lasso

- Set R* Launcher to low through Process Lasso

- Set RDR2 to Maximum Performance through NVidia control

- Ran Cpu rebalance through R* launch arguments.

- Reseated RAM and GPU and all connections

-Swapped out PSU with my Father In Law's 1000w PSU - Game still acted up, so not my PSU

- Switched my 1070 to my second PCIE Slot - No Difference, FPS still a rock solid 60

- Turned on my RAM's XMP Profile - Running at 3000mhz

- Turned off Avast and Uninstalled

- Rolled back Nividia drivers to end of October

 

If anyone can help or offer advice, I would so appreciate it right now.
