Hi i have experienced a  weird behavior from my PC this past while. When i turn it on it starts up the fans start blowing the LEDS form the motherboard start and after couple of seconds it dies down and starts over again.

I've tried new much powerful PSU tried swapping the graphics card even tried new memory. Changed the little battery for the bios and cmos it worked for a while like that without any hiccups normally how its should be but i needed a new windows when i formatted it started over again with the boot loop. tried the same thing with removing the little battery and didnt work so now to start my pc i need the swap the memory modules every single time i start my pc .i need help how i can fix this problem because im tired of swapping the modules every single day.

NOTE: when it starts up  loads the windows it recognizes all parts from the pc the memory the cpu gpu .

specs of the pc are:

motherboard: Gigabyte z97 gaming 3

CPU: intel i5 4690k

GPU: ASUS 1070 ti Strix

PSU: Corsair CX750

Where does it start looping? Can you sit in the BIOS or on the lockscreen, or neither?

If you can get into the BIOS try and see if Linux has the same problem.

It doesnt post. It never goes to the BIOS it just ramps up the fans the LEDs start flashing and imminently dies down and starts over again it ramps up LEDs flash and dies back down it will do this over and over again. But sometimes i doesnt go to a boot loop the fans will continue to blow with normal speed but it doesnt boot up it even the BOIS doesnt show.
