Bluetooth USB dongle that supports "Low Energy Peripheral Role"

Ok anyone found a dongle that supports the Windows "Bluetooth Low Energy Peripheral Role" for the Your Phone app screen mirroring over Bluetooth?  This sucker seems to be elusive and would really be a good challenge for Linus to find one that works.  No where have I found anyone that has found one that works.   It looks like it may require either BT 4.1 or 4.2 but again this is all speculation.
