Help my new PC wont enter bios

I have built a new pc and at the start there is nothing to indicate that something is wrong, but I cannot enter the BIOS. the image appears to enter pulse delet as it indicates but does not enter and the screen change tod reboot and select property boot device (sorry bad english)

I can start the instalation of windows without an USB but I want enter first the bios

Should I install windows before entering the bios?

MSI b450 gaming plus Max Ryzen 5 3600x Gigabyte GeForce RTX 2070 Super Windforce OC 3X 8GB Corsair RM750X V2 750W Samsung 860 EVO Basic SSD 1TB Noctua NH-D15 SE-AM4 Corsair Vengeance LPX DDR4 3000 PC4-24000 16GB 2x8GB CL15
