Massive Spikes And Stutters In More Modern Games

So I Built a budget gaming pc a few weeks ago with an i7 3770 which i overclocked to 3.9Ghz a Gtx 1050ti low profile edition (from my old sff pc) and it seemed to be working just fine at first with all of the other games, then I started up BFV and O boy I cant explain how bad my experience was so i used low settings and got around 60-70 fps and hovered around 100% Gpu usage and 50% Cpu so i was just really confused on how and why my pc is doing this, any tips?

 

Also i have 8gb kingston ram at 1600mhz and when gaming my gpu is around 70 degrees and my cpu only about 60

An i7 3770 is a fairly old CPU and a GTX 1050 Ti is a really weak GPU. When your GPU is running at 100% it means it's running at maximum performance and can't go any faster. 60-70 fps on low seems about expected:

any answers on the stutter though? Is it because of my Cpu

More likely the GPU, but could be the CPU if one of it's cores is running at 100%. Could also be RAM or disk, if e.g. the game has to load additional stuff and the memory isn't fast enough.

Do you reckon that it'll be fixed once i get a gtx 1070?

It will definitely be improved,  but then you'll maybe run in a CPU bottleneck depending on the game - not every game - but some. 

 

 

Better GPU will be definitely a huge improvement overall though.
