CPU usage high after water cooling the build ( to the point that using discord is impossible as the cpu can’t keep up)

Hi guys I recently water cooled my system. But after reassembling it and plunging it in and turning it on the cpu is a lot slower then normal and my frames have gone down from 154 to 50 (dota2).

 

things that I have tried 

• I have repasted the cpu and made sure it was not thermal throttling (57c under load with an aio 
• I have reseated the ram and cpu
• my ssd which the os is installed is healthy

• Task manager does not seem to show the correct value of cpu usage e.g reports higher then the total beating used by programs.
•  I had run the computer with out 5 of my hard drives plugged In Beforehand so maybe windows is getting confused about all the new files it has to index?
• is think is likely a windows problem then a hardware problem
• i swapped the psu from a ax860i to a hx1200
• For some reason I can run fur mark and get 144fps but any games don’t seem to work that well

2x 980ti sli water cooled 

32gb of memory 16gb vengeance 16gb gskill (tried booting with only vengeance memory did not improve)

2tb Samsung ssd

It also takes windows very long to load the desk top

Sounds like your BIOS is not actually applying your settings and/or you still got a bad mount. Otherwise there is no connection between software and your watercooling loop.

Only changed fan curve in bios

cpu is not over clocked

will see if it beating set to a low power state

Nope power saving in bios is disabled
