Yes. I operate mine at 4.0GHz all the time, which I would argue is overclocking since the base clock is 3.7 GHz.

 

If you're looking to push past the max advertised Turbo Speed, as far as I know the most people have gotten it to is 4.3 GHz, which is achievable just by having sufficient cooling

 

EDIT: The only real limitation here outside of cooling is how good the motherboard's VRM is. If the VRM is either bleh or has meh cooling, it'll limit how hard you can push the processor.
