Strange Black Lines Across Title Bar in windowed apps - Samsung CRG90

Just picked up a Samsung CRG90 this weekend and have had close to zero complaints until I noticed something weird with the title bar of some applications. The one I most definitely noticed it in is the Messenger title bar. In the two attached images, the first shows a snip of the title bar with no lines. The GPU doesn't appear to be processing the black lines into the display. The second screenshot is a picture my wife took of the monitor, which shows the black lines.  Once I pointed out the black lines, my wife said she is starting to see them everywhere. This is occurring with FreeSync enabled and disabled.

 

I know little regarding displays, only that this display fit the criteria I wanted and the one my wife wanted me to get, so I did.

GeForce GTX 970

Windows 10

All Drivers are confirmed up to date.

Also happening on work laptop.

 

Edit: Replaced the display today, no visible lines.
