Old Dell Optiplex 390 keeps saying no boot device found

My brother is trying to host a small 24/7 Minecraft server for him and his friend but no matter what we do it keeps saying no boot device found. We switched cables, made sure it was the only SATA drive plugged in, tried to check boot order, changed from using UEFI to legacy and vis versa but nothing is working. The drive we have shows up in the SATA section as a 250 GB HDD. I also couldn’t find anything that had our exact BIOS version so I could follow it. Any help is appreciated.
