Monitor flickering

I have a rtx 2070 evga black and a yeyian 144hz 23.6in monitor and the  monitor starts flickering i don't know if it's the gpu or the monitor because when i use it i notice that it starts to flicker the thing is that if i put the game on windowed mode the flicker stops so i don't know if i have a bad graphics card or a bad driver i tried to uninstall it whit ddu and the problem remains in the video the only thing that can be recorded is those lines the flicker won't appear in the video but it's there

I can't really see the flicker.

 

Digital cameras are bad at recording monitors and screens you know.

the flicker is on the entire screen but there's also to lines tha appear on the left upper corner but again they and the flicker disappear when i put the game on windowed mode it also happens some times on the desktop
