My friend bought this in 2010, he wants to build a new pc. Should/Can he still use this psu?

the model is Ultra X4 Modular 750-Watt. In the manual it says it was made around in 2010. He wants to build a Ryzen 2600/3600 system.

I wouldn't. Getting kind of old. Just pony up the money to replace it. It has done it's job.
