CPU down clocking on full load but not idle?

Ok I don't know what's going on with my i9 7900x I have it set to 4.7Ghz with a 1.18v thats what it shows in cpu-z this is on idle but when am doing a stress test using Aida64 it down clocks to 4.3Ghz with the voltages also going down? as soon as I stop testing goes back to 4,7GHz, in bios the AVX and AVX12 are on 4.7GHz also so that can't be it.
