I usually shop from Ebuyer or Overclockers.

Recently built a Ryzen 7 2700 with 32GB of RAM, four SSDs and an M.2 drive. I don't recommend the B450m from Gigabyte.

For a very cheap build that is new:

https://www.ebuyer.com/862959

AMD A8-9600 3.1GHz
8GB DDR4 + 120GB SSD
AMD Radeon R7
Ubuntu 18.04 LTS
3 Year Warranty

£ 209.99  inc. vat

Then slap a graphics card in it
https://www.ebuyer.com/791541

Asus Radeon RX 580 Dual 4GB

£ 134.98  inc. vat

Total £344.97 inc. vat

I wouldn't trust the PSU in that to support a graphics card, and that CPU is pretty....trash tier.

You'd also need more storage.

All around, it's not a great value.
