I stream, record, and edit daily on a 3700x and a 1080, and those do absolutely fine though the 1080 is holding me back a bit especially with its instability at 1440p 144hz

Given that a 2070 super is a touch faster you should be absolutely fine streaming in high detail, given of course your internet plan has a decent upload speed.

 

A stream with decent bitrate at 720p/30fps takes up about 3.6mb/s

1080p/30fps is around 8.1mb/s

1080p/60fps is around 15-16mb/s

All those will change depending on bitrate, might use more or less, but generally speaking for a clear stream you can expect a load of around 5mb/s upload at 720p or 10 at 1080p, both at 30fps. double that for 60fps.
