What game setting have high impact on cpu? And what setting have high impact on gpu?

I am not familiar with the settings of this game, but typically the sort of settings that involve CPU are:

1. NPC counts (e.g. density of people)

2. things like grass settings

3. render distance can have an effect too

What CPU/GPU combo?

Depends on the game really. And it's very tough to say. Usually settings that push more VRAM are impacting your GPU more than CPU. For example, here's a chart showing settings using lots of VRAM in GTA 5...

If you'll notice a few settings are not even on here, like Particles, and those are the settings that most likely hit CPU more than GPU and is exactly why I have Particles as low as they'll go in almost every game I play. I like clean air in my games anyway. Don't think that because a setting uses more VRAM that it affects performance either. In GTA 5 for example, textures use the most VRAM yet textures have some of the least affect on performance in the game. Around 1, at most, 2 fps.

What will be best setting for rdr2 for a weak cpu And powerful gpu

To bump up the graphic settings that use more VRAM and barely affect performance and lower the settings that don't use any VRAM at all. However, this will have to be heavily researched by the gamer for multiple reasons. Hardware, for starters. The game itself as well. These things vary heavily from game to game and from PC to PC.
