240mm AIO enough for ryzen 3950x?

If you plan to run the CPU at default, no overclock. Then yes.

 

Or, if you overclock but don't mind the high temperature, like 85C, then also yes.

Should also just get all NVME storage, it costs the same as those sata drives

You can get a windows 10 key for $5 on ebay

 

an RX 5700 at $329 ish will do just fine, even has image upscaling to cheat out 4k gaming.

You can get way cheaper RGB fans on Ebay and Aliexpress. Or just get a Coolermaster H500 maybe.
