My pc suddenly just freeze and cant be shutdown

So my pc suddenly just froze even the animation on my razer keyboard is freezing to and cant be shutdown also the monitor is having no signal for a moment and then i unplug the power cord so that i can reboot it but when i reboot the cpu and vga debug led just lights and the pc starts to double booting and cant be shutdown even the monitor doesnt get a single signal.and when i approach my pc the fan is blowing at 100% all the time
