Ryzen 7 3700x

2x8gb gskill 2400mhz ripjaws 

Gtx 1060 3gb EVGA

EVGA supernova 750 g2

And a 1tb Seagate HDD

 

As seems to be a problem with these boards I can not get either the MB or the GPU to output either a bios screen or just boot straight into windows 10.

I had to swap out the CPU and MB due to an electrical surge which rekt my gigabyte mb and my core i5-6500k, I have replaced only these two components and have not been able to get a display out.

I haven't reset the CMOS because I haven't been able to find the connectors you short to do so.

Could the difference in MB's be a problem?

just clear cmos with the battery, that is very likely it

Also, the MB won't display anything because the 3700x is not an APU (integrated graphics).

Number 19 is the CMOS jumper.

If you are 100% sure the GPU is fine and clearing CMOS does nothing, you could test all outputs from your GPU. Maybe one of those ports got fried.

Connect just the MOBO, the monitor, the CPU and RAM with the PSU and try to access BIOS, if you have two RAM modules you can try one at a time or try different RAM modules. If you cannot even access BIOS I would contact them directly.
