Alright, so I think I'm going to take the leap and just build my own editing PC instead of buying pre-built. I took the specs from a "Starter PC" from NZXT and have customized it a bit from there. What do you think about this list? https://pcpartpicker.com/user/techaudittv/saved/#view=3RC7TW

For context, I'm trying to keep it under $900 and will be using this PC primarily for editing 1080p (eventually 4k) videos in Premiere Pro. I'll also be doing live streams on YouTube.

Are there any changes I should make? Is the graphic card overkill for what I'm doing? Is it worth the extra $34 to upgrade from a Ryzen 7 2700 to a Ryzen 5 3600? Any help is appreciated!

You dont need to budget in the cooler. It's included with your CPU.

Premier benefits more from single core speed than from multi core computing. A lot of people recommend Intel for it, however (especially in the budget) the 3600 would be a solid option as well, since it is a faster CPU than the 2700.

1. try to get a faster mhz speed on your ram, atleast 3200mhz, amazon has a 3200mhz option for that exact brand and style of ram for a tad bit more money

2.your cpu comes with a cooler already

3. for a budget build i would go with an amd 570 or 580 make sure you get the 8gb version having more ram on your graphics card for video editing is good

4. you need a larger ssd (atleast 1tb) video uses up alot of storage, ssd's are good because it  has a faster data transfer which is more time you can spend editing

I agree with the others but I made you an updated list.

1.The 3600 has better single core speeds, either the 2700 or 3600 will be good for what you need and they both come with coolers already no need to buy an extra.

2. The ram you picked is pretty pricey for what it is, you can get faster ram for cheaper. (RGB looks nice but doesn't improve performance.)

3. The powersupply you picked is good however you can get an 80+ gold unit for a little cheaper. You won't ever go over 500W with this system. (The GD's are pretty nice and in the same tier as the CXM)

4. 500GB SSD is good however adding a Storage drive is a must for video storage and editing.

5. The NZXT cases look nice but their thermals are terrible. I suggest getting something with a mesh front panel and maybe a couple extra fans.

The 1660 or ti makes more sense in this build. Cuda cores will assist in the case of premier.

You could do something like this:

I think in terms of benefit from Intel, you'd likely only see benefit over the 3600 if you were overclocking the CPU to 5ghz+. In non Adobe, non gaming applications, the 9600K would generally be inferior due to lack of hyperthreading.
